The situation

The decision record is signed: the creator service moves to elastic cloud capacity. Right now it runs off one machine Kabelo set up by hand, with uploads written to that machine's local disk. Priya wants it given a proper home in the Azure simulation — a resource group, the right compute, and durable storage on a private path — before the campaign traffic arrives.
